As for his evil alignment, it is actually rather well known. Worshipers of Haelyn can be evil; and Blaede is a for sure adherent to the more worldly views of the Western Imperial Temple. His spiritual advisor (appointed by Rhobher Nichaleir) keeps him aware when his actions might go against the better teachings of Haelyn; though Blaede believes in Capital Punishment to say the least...which he usually carries out himself

I just think being a known evil regent would create so many do-gooder enemies, most especially almost every paladin in Anuire except maybe Avani's, and most good-aligned clerics too. It would also make it VERY hard to find allies amongst non-evil regents like The Mhor and Laela Flaertes (unless her alignment is neutral in your game).

It's a lot easier for me to believe that evil regents are tolerated because no one can actually prove it with magic, only in the normal human ways (like a brutal style of rule/law), and then all kinds of things are justified in the name of expediency and power.
