I would agree with Osprey on the military cohort issue of taking a Character action, as that would allow for some of the things that historically happend in Cerilia. (Get this, we are analyzing a fictional setting with scolarly accuracy, does that mean we are like the people at the Star Trek conventions that argue over Klingon vrs Romulan Battle Tactics? Discuss) Back on topic, For instance, how Daene Roesone was a mercenary captain and had troops loyal to him that allowed him to go to war with Diemed and claim Eastern Diemed as his own.
However, If one was a powerful regent however, and made it his court's foremost task to find him a military cohort, would he need to be personally involved? People could probably argue either way on this but since I get the feeling that a Military Cohort is so much more than just an elite bodyguard I would think it would take a character action no matter who you are.
Of the issue of mustering/training troops. The time of a month isn't so much the effort of the court as I see it, its the time it takes the units to go from untrained commoners to soldiers. I would think you could leave it as the 3.0 implys of the only limit being per province per action, and the province level per season total. However, There could be "optional" rules for futher limiting it to "of the same type of unit" per action (as I guess it could be harder administratively to train both cavalry and infantry at the same time with the same resources) or limit it by holding levels (as, do you personally control enough of the resources to train and outfit troops, you need training grounds, drill seargants, tacticians in the classrooms, archery ranges, cavalry stables, all of these things have capacities.) Either of these options is going to make the muster of units something that you will want to do ahead of time even more. Thus raising the appeal of mercenaries and levies. This may actually be more historically acurate, I don't know. But it implys more numbers people are having to keep track of which is why I would think they would be optional rules. Thoughts?Regards,
