That's a good point and applies somewhat to my campaign situation as it is based in the Rjurik Highlands.

The PC's realm currently consists of only two provinces (ratings 1 and 2) and the ruler tends to lead from the front which the people expect (and respect).

With such a small court, he's left with little choice other than to address local trouble in person anyway...
