An Non-Player Character or NPC is a character in the game that is controlled by the DM. The details of their skills, attributes, alignment and intentions are normally kept secret from the players until the DM feels fit to reveal any of them. An NPC can be any race and may be behave in whatever way that suits the DM.
In Birthright, regardless of whether the game is played at the domain or adventure level, non-player regents and awnsheghlien are NPCs as are any other entities the PCs may see/interact with.
