Emir (feminine: Emira) is a newer Basarji word for a sovereign ruler, a landed regent with no overlord.
Emir is just a step below Sultan, but also implies autonomous rule. Sultan is the older title, and Emir claims the same independence without pretending to the antiquity and dignity of being Sultan. An Emir clearly outranks an Mushir.
Derived from the Basarji root Amr, "command". Originally simply meaning commander or leader, usually in reference to a group of people, it came to be used as a title of governors or rulers, usually in smaller, newer states that lacked the prestige and dignity of the old sultanates.
