    I really like these type of expansions. They add a distinct flavor to the realms and provide a sink for some of that cash. Keep up the good work.

    Thanks! That's really good to hear.

    On a side note, it was exactly that issue of excess cash that brought up the issue for my players. They asked "what can I do with all this money besides build bigger and nastier armies? Gee, how about a wondrous structure that makes for even nastier armies?" We'll see if they can handle the maintenance when their armies go active...

    Ruling a province up to a 7, in most cases would result in lowering the source value and probably tee off the local wizard regent. Now if that is not a concern, but generally it is a major issue since wizard regents are very helpfull to have as allies.
    This isn't such an issue in open and hilly terrain types (with only 5 source potential), which are the best candidates for high levels of civilization. At level 5+ they have no source levels anymore, anyways. Not pissing off the source regents is actually one of the best reasons for focusing on developing a few provinces (esp. open terrain ones) rather than raising all the lower level ones. I assume most wizards expect some development from any landed regent, but the details vary from place to place.

    I'm not sure if I was explicit about something before: I consider province levels to represent not only population density but also the degree of civilization and technology present and possible there. The same goes for holdings. This was the primary reasoning behind the high-level prerequisites - the structures are only possible when civilization advances to the point of pushing the known boundaries of knowledge, science, economics, etc. Not to mention the massive coordination of resources and technical know-how necessary to build such structures. Cathedrals form a decent medieval comparison for this.

    Hmm... here's a proposed alternate: allow the structures to built at lower levels, but make it more expensive. Perhaps +5 GB per level of the structure for every level of the required holding below 7. This would, however, penalize the smaller guys - which might be realistic, but also harsh. I prefer keeping the flat prerequisites.
