If you mean, can someone be both your Vassal and your Ruler? The answer is
no. But someone can (and really must) be the Ruler of another nation and
your Vassal.

Depends on the land. Most Human lands are fearful (or down right hateful)
of Elves and would not want him around. Of course you might find more
tolerance to the north, they may have less against Elves but they despise
magic. In short he better watch his back.
