The rulebook refers to reducing maintenance costs on p15 and on p44
maintenance costs are listed as including castles, fortified holdings,
occupied provinces and the costs associated with the number of provinces and
law, temple and guild holdings. Unit costs are listed under payroll, a
category separate from maintenance costs. IMHO such costs should be kept
separate. The Administration NWP is useful enough already.
