Yes, but you can see that the vassals of the gorgon are weak regents,
with only low bloodline. For exemple, Razzik Fanggrabber, Queen of
Markazor, can earn 20 RP with the province levels, plus all her law
holdings, perhaps 1 per province, so 27 RP per turn. But she has only a
bloodline of 2 ! So she earn 2RP, then, she give the Gorgon some of this
    RP, perhaps 1 ?
Yes, the gorgon can earn more RP than his bloodline with vassalage, but
the vassals can't give more than their bloodlines ! And they all have
    low bloodlines !
And if RF have her 3 or 4 actions, with 1 or 2 RP, she can't do a lot of
    things.

Yes, that is just what i said.

Cause in french, the mystic animal "gorgon" is said : Une gorgone.
As we say, "une belette" even if she is a male. ("belette" is a weasel)

Indeed! I wasn't aware the Gorgon's vassals were that low on bloodlline (I
don't DM a Cerilian BR campaing, I just play in one). I suppose the Gorgon
doesn't want anyone that has a chance (however slight) to contest its power.
