Well I had to deal with this when I was designing Aduria. Mostly because
vast regions of Aduria would likely not have heard of Deismaar, or if
they had not believed it. So I decided on allowing the new gods to give
spells to worshippers of the old gods in the regions where the old gods
were still worshipped widely (southern Aduria, Djapar, etc).
In areas where the new gods are though they protect their temples and
only allow spell for those who actually worship them. This is why there
are no temples of Andurias left in Anuire, although there is a temple to
Azrai in the Gorgon's Crown and the priests there still get spells.

But it is your campaign, so it is really up to you what you do. After
all Andurias is actually Haelyn if you look at it closely, he had the
same powers and worshippers as the old god, just a different name. I
think the gods would support anyone who followed their teaching. So if
the priests of Anuiras were noble and good and the temples of Haelyn
corrupt then Haelyn might support the temple of Andurias over the temple
of Haelyn. The name is not as important as message after all.
