A recent real-life encounter inspired me to write up my newest terrifying
villain:
DMV Guy

AC: 15 (+1 Dex, +4 natural)
Attacks: Clipboard +6 melee
Damage: Clipboard 1d8+3
Face/Reach: 5`x5` / 5`
Special Attacks: Breath Weapon, Babble
Special Qualities: Madness, Aversion
Saves: Fort +1, Refl +5, Will +3
Abilities: Str 15, Dex 13, Con 13, Int 10, Wis 8, Cha 6
Skills: Climb +7, Hide +6, Listen +6, Search +5, Spot +3

Advancement: By character class
Breath Weapon(Su): Every 1d4 rounds, The DMV Guy can emit a 10-foot cone of
repulsive gas as a breath weapon. Creatures within this cone must succeed
at a Will save or be compelled to do nothing but move away from The DMV Guy
for 1d6 rounds. This is a mind-influencing compulsion enchantment.
Babble (Su): The DMV Guy constantly mutters and whines to himself, creating
a hypnotic effect. All sane creatures within 60 feet of the DMV Guy must
succeed at a Will save (DC 16) or be affected as though by a hypnotism spell
for 2d4 rounds. This is a sonic, mind-affecting compulsion. Opponents who
successfully save cannot be affected by The DMV Guy`s babble for one day.
Most often, victims who make their save are requested and required to return
again in 2d4 days.
Madness(Su): Anyone targeting The DMV Guy with a mind-control or telepathic
ability makes direct contact with its tortured mind and takes 1d4 points of
temporary Wisdom damage.
