I'd say there definitely is source underwater, but it is mostly off
limits for several reasons.
1. If Cerilian Sahuagin have the same fear and loathing of spellcasters
as per the MM, then they would take unkindly to humans or elves coming
down.
2. If not, their own spellcasters would obviously want the magical
source.
3. Tritons want it - are there any in cerilia?
4. Mermen want it
