Actually as far as I know Aelis is "only" 16th level and no level is given for Rheulan Greencloak in any official publication.

I believe Fredrick is correct. Rheulan is completely up to the DM's creation. I had an
interesting thought. How 'bout making him a shmotz? Let's say level 2. Everyone thinks he's
a mighty wizard but he's more like the Wizard of Oz. He's got a high bloodline and so does
well ruling sources and forging ley lines, but his spell arsenal is less than impressive. He
keeps himself a mystery to hide his weakness.
Inspired by the fact that Greencloak and the Emerald City are both the color of the trees...
