I understand something totally different.
construction paragraph:
Effective court level = Court level + palace level
Exemple 1
Consider you have a palace 2 and a court 3.
Since you expand 3 GB in your court and your palace level is 2, you have a court equivalent to level 5.
Consider you have a palace 5 and a court 3.
Exemple 2
Since you expand 3 GB in your court and your palace level is higher than this expense, you gain only 3 level.
Then you have a court equivalent to level 6.
court paragraph
Maximum court level = Province level + palace level
Exemple 3
Your court is located in a province(5)
You have build a palace 2 in the province. Then you are authorized to have a court up to level 7 .
If you also gain bonus from construction chapter, you need a court 5 to have an effective court level of 7
Exemple 4
Your court is located in a province(3)
You have build a palace 5 in the province. Then you are authorized to have a court up to level 8 .
If you also gain bonus from construction chapter, you need a court 4 to have an effective court level of 8

I get you Agelmore and agree that:
expanded court level = court level + palace bonus
where
palace bonus = palace level if court level >= palace level
palace bonus = court level if palace level > court level
palace bonus = 0 if there is no palace
For both, at least palace bonus GB must be spent on maintaining the court.
Court level cannot be greater than province level. However expanded court level can be greater than province level. The palace does not expand the maximum court level. It just allows a larger expanded court level.
Either way, the two pieces of text work together, though I can see how the second can be read as allowing the base court level to be larger than the province level if you have a palace.

I'm affraid so but I'm not sure to understand.
Let's start with meaning
Maximum court level : This is the upper bound for Court level in a given location
i.e. : In a province without palace, the maximum court level is equal to the province rating.
Effective court level : IMO, this is a virtual level of the court.
You have to use this effective court level when you read the Table 5-5: Court levels.
This is like Effective character level. You will use ECL instead of Character Level when reading experience table.
Expanded court level: A new expression. I am not sure if its represent a new concept or if it is the same as the Maximum court level or the Effective court level.
My reading of the rules can be wrong but it perhaps means there is an ambiguity that have to be rewritten or clarified... or I'm the only one ?Last edited by Agelmore; 07-31-2009 at 02:14 PM.

Court level table - I think that the easiest way to correct the table is to turn '3-4' into '3' - otherwise you probably lose a row completely.
Different descriptions.
You can read the two paragraphs to agree, or to disagree, the impact being, as I see it, whether you pay for the 'extra' court levels as well as the palace maintenance. As I believe that the benefit should already be weighed into the palace maintenance, I would suggest:
* Expected court level = level of highest holding
* Maximum court level = level of province
* Maximum effective court level = level of province + level of castle
* Maintenance cost of the court is equal to the actual court level.
* Maintenance costs for the palace are as described in chapter 5; assets maintenance table 5.4.
* The effective court level is then equal to the actual court level + the level of the palace, however the maximum bonus from any palace is equal to the actual court level.
The pdf should not repeat itself, it should cross-reference. So the construction chapter should say: The maximum level of any palace construction is equal to the province level, a palace has an effect on the effective court level of a domain, as described in chapter 5, 'courts'.

I long ago went with 1/3/5/7/9/10 court costs, with no in-between figures. That's worked fine for me.
