The Imperial City of Anuire. When people throughout Cerilia dream of Anuire, it is of the Imperial City that they fantasize. Here of old was where Emperors and Empresses roamed the streets. Here the Dukes and other nobles came to bend knee and pay homage. The paved streets, the multitude of plazas filled with statues and fountains, the ornately carved bridges and the magnificent buildings all proclaim this to be the heart of Anuire.

But as always, dreams fade. The Emperors are no more, and nobles come to the city only to make claims upon the empty Iron Throne. The Imperial Chamberlain, Caliedhe Dosiere, tries to keep the city in good condition, but with so many costs and so few gold pieces, entire districts have fallen into disrepair. And the Chamberlain's days are often filled with political intrigue, trying to balance the powers of the city. The golden age has passed, but Anuire still throbs with life.

Although the Imperial City of Anuire consists only of a few dozen islands and two sections of coastline along the Maesil River, it is the most important region in Anuire, and many would argue Cerilia as a whole. As the capital of the former Anuirean Empire, it still contains the old Imperial apparatus. Tradition and history flow along almost every street, and the residents are proud of their heritage.

The city contains of mix of peoples from every known location in Cerilia and further abroad. While walking the streets a person can see Rjurik, Khinasi and Brecht in abundance. Even Adurian traders can be seen, as well as the occasional sailor from Djapar. Dwarves, halflings, and even reclusive elves can be found, if one knows where to look.

As the largest city of Cerilia, and perhaps even of Aebrynis, it is filled with goods from across the world. Traders bring goods from nearly every known location across the world. Because of this, merchants abound. If one has the money and the willingness to enter unsavory sections of the City, anything can be purchased. Currently three major guilds vie for supremacy in the Imperial City. Guilder Kalien of Endier has experienced recent successes, but this has brought the attention of his enemies. The Prince's Pride guild of Avanil has a long tradition of service in the Imperial City, but this does not prevent them from making gold off the people. Moerele Lannaman's Maesil Shippers also has major holdings, but they suffered the most by the expansion of Guilder Kalien. In addition to the major guilds, thousands of small merchants have set up business throughout the city.

Because of its history and importance to the rest of Anuire, the people who live here have a strong sense of pride. Even the beggars feel they are better than the nobles of far away lands. As has been proven many times by the Chamberlain, stirring the pride of the people can achieve nearly miraculous occurrences. The Princes of Avanil and ArchDukes of Boeruine have suffered from the application of this pride, but are unable to defeat it.

The Imperial City exists under a set of laws that are different from anywhere else in Anuire. When the Emperors reigned, they created a separate code to apply to their capital city. This special legal system helps support the pride of the citizenry as well as creates legal headaches for would-be Emperors. The Imperial Legion is fully trained in the legal fineries, and is often called upon to settle legal disputes. A court system, headed by the Chamberlain, exists when disputes cannot be amicably settled. Justices are appointed by the Imperial bureaucracy.

Finally, although the Prince of Avanil, the ArchDuke of Boeruine and the Duke of Diemed each control various forces within the Imperial City, it is the Chamberlain who wields the greatest strength. His reliance upon the Imperial Legion is weak, for many officers and members come from other lands to fill the much-reduced ranks. But the Imperial Legion is still the greatest force in all Anuire, should it ever be called into battle, and membership carries great honor. Luckily for the Chamberlain, though, the Imperial Guard still answers only to his call. The Imperial Guard is a select force that operates only on the Imperial Cairn. When the Emperors lived, they served as private guards. Over the past centuries they maintain security of the Imperial Cairn. Their utter loyalty to the Chamberlain has prevented many attempts by claimants to take the Iron Throne by force.

[top]The Land



The greatest city in all Cerilia is Anuire, the capital of the ancient Empire and the heart of modern Anuirean lands. As a separate entity, laws that do not apply to the rest of Avanil govern the City of Anuire. Situated at the mouth of the River Maesil, the capital remains home to the universities, museums, and bureaucracies that made the Imperial City the centre of trade, learning and diplomacy at the height of the Anuirean Empire. Visitors still come from as far away as Vosgaard to study at the universities and learn intrigue at the Imperial Court.

While the Iron Throne stands empty, the rulers of the wreckage of the Empire scheme and manoeuvre for ascendancy in the city, usually causing the metropolis more harm than good. But the City of Anuire is still a great centre for trade and diplomacy, even if it is no longer the centre of the world.

The City spreads out on both sides of the mouth of the River Maesil, which is more than a mile wide here. A great seawall guards the Maesil's harbor and dozens of island neighborhoods divided by narrows and canals. A great rocky tor near the center of the bay is home to the Imperial Palace.

Much of the City of Anuire is locked into dozens of small islands, each of which compromises a different neighborhood. The islands stay connected by means of bridges or ferries, depending on the tide. At low tide the ferries cannot carry passengers from one island to another; the high tide washes bridges underwater. Brisk sea breezes can turn to gales brought on by storms brewing to the south. A cunning series of sea walls protects the city from the worst damage from storms that drives inhabitants indoors for days on end.

Many of the Imperial bureaucracies and universities still survive in the city of Anuire. The city is the cultural centre of the lands of Anuire, and many great temples and important schools thrive there. The City remains home to the Royal College of Sorcery, the largest group of wizards in all Anuire. Counter to what some imagine, the Royal College is no vast tower to its surroundings. Its power dwindled with the fall of the Empire, and it now occupies a former barracks on the grounds on the old college. The original tower lies in rubble on the coastline, destroyed by the internal feuds that broke out when the last Roele passed. The mages chose the location of the new college to remind students of the price of pride. The view of the still smoking old tower demonstrates the folly of the old wizards.

The Imperial City's history is a long as that of humans in Cerilia. When the Great Migration began, the people known as the Andu were the first humans to enter Anuire. The Andu were organized into tribes, and the First Tribe of the Andu claimed the islands and territory surrounding the mouth of the Maesil River as their home. A strong tribe with close familial ties, they did not expand far from their capital city, founded on the rocky islands along the Arnienbae.

As other Andu tribes moved into Cerilia, the First Tribe defended their lands, forcing the other tribes to move elsewhere. Wave after wave of new settlers came, but the First Tribe remained constantly victorious. Even once the other tribes were settled, the First Tribe maintained its pre-eminence and position. While they grew in numbers and strength, so did the City of Anuire. Initially only a few of the rocky islands that didn't suffer periodic flooding were settled, but over time other islands were colonized. In the time of Branon Andu, grandfather to Roele, the islands were densely populated enough to require bridges to maintain commerce and security. Islands previously untouched were settled, with large amounts of stone and soil brought in to raise them above flood level. Eventually all the islands were linked. The first ferries, to what is now the Diemed shore, began at this time, starting from one of the rocky islands to a point of land opposite on the shore.

When Azrai's armies began moving against the Rjurik, Masetians and Anuireans, the Andu tribes realized they must put aside their differences or be swept away. As Lord of the largest and most powerful tribe, Haelyn, along with his brother Roele, was selected to lead the Andu war host. They were both skilled in the arts of war and diplomacy, creating a host of the allied peoples. But even as gifted as the brothers were, their armies suffered defeat after defeat by the overwhelming numbers of Vos, humanoids, elves and Adurians under Azrai's sway. Retreating slowly, Haelyn and Roele led the allies to the foot of Mount Deismaar, guided by the old gods. There the allies won the day only by the sacrifice of the old gods. Haelyn, Anduiras' champion, ascended as a new god, and Roele returned to his city.

After Mount Deismaar, Anuire experienced a massive influx of people. Soldiers who were too tired to return home settled there and along the river shore, burgeoning its numbers. However, before long Roele, guided by his now divine brother, began his campaign to unite the Andu into an Empire. The greatly increased numbers of his city greatly helped in his dream.

Roele's first battle was diplomatic. In return for the allegiance of the Deretha, Roele surrendered most of the lands he controlled to the east of the Maesil, keeping only those lands within the palisade. However, he expanded his personal territories to the west with the aid of the Deretha, creating the province of Anuire (now a part of Avanil). After future battles, Roele brought back great treasures to his capital city. Using these treasures he had built great structures, especially the Imperial Cairn which became an entire island of monuments to the greatness of the Empire.

Upon his coronation, Emperor Gladian Roele, third Emperor of Anuire, began a great plan of construction for the Imperial City. This plan consisted of paving all roads, and especially of constructing the Imperial Causeway. The Causeway is a series of bridges spanning from the Imperial Province of Anuire, through a number of islands, to the Imperial Cairn. The roads and bridges which make up The Causeway are wide enough to allow an Imperial Legion to march in full order, and are paved with basalt tiles from end to end. No expense was spared in the building of the Causeway, as buildings were purchased and demolished to make room for the roadway and bridges. Mages hired from the fledgling College of Sorcery used elementals to place gigantic granite blocks in the riverbed upon secure ground to prevent settling, and only the best stone craftsmen were hired to shape the smaller construction blocks. Dwarven architects supervised every step of construction, and nearly a tenth of the population of the city was put to work building the monument. The granite blocks required for fabrication were cut in Alamie and transported down the Maesil River, the marble used was shipped in from far-off Khinasi lands, and the basalt tiles cut in Taeghas.

Using dwarven techniques, vast arched bridges were raised up from foundations laid underwater. Each block was carefully cut, fitted to its neighbors and secured by a mortis and tenon carved into the stone. Even blocks on the interior of the arches were mortise and tenoned into the surrounding blocks, adding great strength to the structure. The columns have extensions added to them underwater that come to a point to allow for easier water flow past them. These extensions extend from the low tide line to the foundations. After the granite bridges were completed, the roadway surface of the bridges was smoothed and rough-faced basalt tiles fitted to the granite blocks. The rough basalt tiles were fitted so closely that a knife could not fit between them. Finally, marble blocks were cut and fitted to the exterior of the granite blocks to add aesthetic value. The marble blocks began at the low tide level and covered both exterior faces of the bridges, as well as the interior sidewalls. On larger bridges, statues were erected on both sides of the bridge at the centre of the support columns. The marble was left unadorned except for the statues, allowing future generations to carve the stone as desired. Over the centuries, every square meter of this marble has been carved to depict Imperial history. Extra marble blocks were used to build fountains and statues in small parks along The Causeway on the larger islands.

The Imperial City's sea walls were begun under the regency of Empress Maraen, and finished under her son Emperor Gatilius Roele. These greatly improved the condition of the City by protecting it from waves and storms off the Arnienbae. Cleverly constructed entrances forced waves back upon themselves, allowing the Maesil to remain calm in all but the fiercest weather. It was at this time that the Imperial Shipyards were built, and the naval power of Anuire started.

For over six hundred years the Empire of Anuire prospered, and with it the Imperial City. As great events occurred, such as the defeat of a goblin army or putting down of a revolution in a subject state, monuments were erected to commemorate the event. Slowly the Imperial City took on the look of a museum, with plazas being built to honour the greatness of Emperors and Empresses. Even during times of turmoil, such as the Mad Sectrens, when three diabolical brothers reigned one after another in a period of just eight years before the last was killed by his cousin and successor Emperor Mhuel, the City prospered. Neither rebellions nor wars among the Duchies, short lived as they were, could truly soil the greatness of the Imperial City.

After the Battle of Kfeira, Emperor Alándalae Roele was succeeded by Caercuillen Roele. Under Caercuillen an era of rebuilding was begun, restoring the Imperial City to greatness. All the Imperial buildings were restored, and dilapidated sections of the City torn down and rebuilt. The islands of Midbay were rebuilt during this period, making them the predominantly upper class neighborhoods that they are today.

Unfortunately, this era was not to continue. Due to the freedom of the Khinasi lands, rebellions erupted throughout the remaining subject states. The Rjurik lands, never conquered but part of the Empire by choice, began to secede away. Brecht states rebelled nearly constantly, and some governors resorted to tyrannical actions to maintain authority. The cost of the wars took funds away from the City of Anuire, which began to show signs of disrepair. By the time of Emperor Santusian II, the Empire was too tired to continue. Emperor Santusian began the painful but necessary withdrawal of forces from subject states, granting them freedom in return for trade rights. His son, Emperor Hadrian, continued this policy, paying off debts and restoring the Imperial coffers. However, Emperor Hadrian was assassinated by his political rival, the Archduke of Boeruine, plunging the Empire into a civil war.

During the civil war the Imperial City suffered greatly. The heir to the throne had vanished, and the people felt insecure. As war waged across Anuire, people fled the city. The disrepair of Santusian's era continued unabated, especially since the craftsmen fled or were drafted into the army. When Michael Roele emerged from the Sielwode, he quickly went about restoring his rule. Eventually he was able to defeat Boeruine and restore peace. He set about rebuilding not only the Empire, but also the Imperial City itself. This peace was short lived, though, for upon the birth and death of his firstborn and wife, Emperor Michael invaded the Gorgon's Crown. There he died, and the Empire with it.

From the fall of Empire, the Imperial City has been the jewel that all others have striven for. Some claimants have conquered vast territories; others have achieved great political unions. However, the Chamberlains, as keepers of the Imperial Insignia, have denied each the goal they desired, and the Iron Throne has remained empty. Over the past 500 years, the Imperial City has slowly declined. Repairs have been made less and less frequently, and some neighborhoods have fallen into utter disrepair. Various Chamberlains have tried to maintain the glory of the Imperial City, but with their reduced power and incomes, they are forced to rely upon the help of others to maintain services, such as the Princes of Avanil, Archdukes of Boeruine Dukes of Diemed. Thus is the current state of the Imperial City of Anuire today.

The Imperial City technically has no regent - only the Emperor of Anuire may claim it, but no one sits the Iron Throne at this time. The closest functionary to a ruler the city has its the Chamberlain, Caliedhe Dosiere, who carries the Emperor's signet ring bearing the Imperial Seal and ensures that no one takes the throne. However, numerous others have obtained power in the city, and wield it in some fashion.

Because the Chamberlain is a consummate diplomat, there are no active enemies to the Imperial City. However, due to its position as the political centre of Anuire, every claimant to the Iron Throne covets the Imperial City. As such, the rulers of Avanil and Boeruine can be considered enemies to the Chamberlain. Both claimants require the aid of the Chamberlain to fulfil their goals, and struggle to win his favour. Others that can be considered enemies are the Baron of Ghoere, who's thinly disguised desires for the Iron Throne are seen through by the Chamberlain.

On the other hand, the Imperial City can't be said to have many allies. The Chamberlain strives to maintain peace throughout Anuire, and so works closely with regents who support his goals, albeit in secret. He supports the Queen of Aerenwe, the Mhor of Mhoried, the Duchess of Tuornen and the Count of Ilien. Other realms may from time to time experience sudden aid from unknown sources, sent by the Chamberlain.

While the Chamberlain maintains a perfect balancing act, there are numerous forces in the Imperial City that act to destabilise him. One of these is Guilder Kalien, who aspires to monopolise the trade here. An ancient merchant family who fell upon hard times, the Morbana Guild, supports his efforts. During Imperial times, the Morbana family was rich and powerful, but lost everything during the fall of Empire. They have barely managed to survive in the Imperial City since then, but were quick to come to Guilder Kalien's support when he moved in. In return for their efforts, Kalien has made them moderately rich again, and promises them more power to come. The head of the family, Mourde Morbana, is an assassin who has worked tirelessly in Kalien's support. Other members of the family are just as deadly, and they have been instrumental in Kalien's successes.

While Kalien's actions are not directed against the Chamberlain, if he were to ever achieve his goals, the Imperial City would be at his mercy. Thus the Chamberlain does what he can to support the other guilds, and is even considering sanctioning the 10 still existent but minor Imperial Guilds into a single entity to compete in trade.

Other forces to worry about are religious. The Life and Protection of Avanalae has a strong presence in the Imperial City. However, the church originated in far off Khinasi, and many conservative people feel the temple is foreign. Considering that the Emperors were worshippers of Haelyn and conquerors of the Khinasi, there is a strong under current against the temple. If the Western Imperial Temple were to grab onto this discontent, religious riots could spread throughout the City, especially against the Khinasi citizens.

Finally, the Royal College of Sorcery maintains its position as the premier source of magic in all Anuire. The Council of Ten rules the College, working closely with the Chamberlain at most times. The Council currently consists of:
The College often supplies the Chamberlain with information and assistance, even when uncalled for. While they would approve of an Emperor upon the Iron Throne to rebuild the College, they trust the Chamberlain's decision as to who would be appropriate.

[top]Important Figures


Darien Avan, Aeric Boeruine, Caliedhe Dosiere and Heirl Diem all control law in the Imperial City. The Chamberlain holds by far the largest piece and works to prevent the others from attaining much power in the city. The 10 major guilds of the old Anuirean Empire each own a bit of the city's trade (though only three gain regency from their holdings), and underground wars between them remain common. The Western Imperial Temple of Haelyn dominates the city's religious life, but one can see temples of Anuire's major gods throughout the Imperial capital.

The Royal College of Sorcery's Ruling Council controls the magic of the city. Ley lines used to flow from all over the continent into the City of Anuire, but most have fallen into disrepair. The 10 wizards on the council control a single ley line each and allow blooded students to learn from these lines.

The Imperial Chamberlain, Caliedhe Dosiere (MA; F4/W6/Eldritch Knight 10, An, great, 64; LG)

The most powerful force in the Imperial City is the Imperial Chamberlain, Caliedhe Dosiere, forty-seventh of his line to hold the position. The Chamberlain directly controls the Imperial Guard, but also has some control over the Imperial Legion. He also has political ties throughout the City, with guilds, temples, merchants and regular citizens. Caliedhe is the consummate diplomat, able to play the games of court better than anyone else in Anuire. It doesn't hurt that he is also a wizard of some considerable power, focusing on Divination. Caliedhe is the staunch enemy of both Avanil and Boeruine, but keeps this secret, playing one off the other constantly. In his old age, Caliedhe despairs that a proper claimant will arise to take the Iron Throne, and he trains his son to replace him to carry on the traditions and authority he wields.

Darien Avan, Prince of Avanil (MA; N6/F3; An, great, 70; LN)

Prince Avan is the latest in a long line of regents since the fall of Empire who have strived to take the Iron Throne. Since that time his family has gained control of the Imperial Province of Avanil, formerly part of the Imperial City. However, none have managed to take the Iron Throne. The Prince rules firmly, accepting little dissent in his lands. His penchant to sacrifice others to get what he wants, though, has caused the Chamberlain to deny the Prince's claim. The Prince is unaware of this reason, and continues to plot to become Emperor.

Aeric Boeruine, Archduke of Boeruine (Ma; N3/F9; An, major, 60; LN)

The Archduke is a harsh but fair man who repays either good or bad done to him in equal kind. He accepts no opposition to his goals, and will do anything in his power to achieve them. He fully believes in his destiny, to be Emperor, will bring peace and prosperity to all Anuire. To this end he has mustered the third largest army and created a large net of agents throughout Anuire to his cause. He simply awaits the proper moment to strike out against his chief foe, Prince Avan, and claim the Iron Throne for himself. In the meanwhile, he uses his connections in the Imperial Legion and minor nobles throughout the Imperial City to press his claim and try to discredit his challengers.

Heirl Diem, Duke of Diemed (MA; F7; Br, major, 42; LN)

Diemed's warrior duke is a direct descendant of the founder of Diemed. Those who deal with this canny politician and cunning strategist realize most of his actions have a secret motivation or form part of a trick; sometimes the Duke uses this reputation to his advantage by doing exactly what he claims, and nothing more. For this reason, other regents fear engaging in diplomatic relations with him - they don't know what he intends, and they have few chances to find out before he's succeeded.

The Duke seeks perfect order in his lands and allows no lawbreaker to go unpunished. His justice is fair and even-handed, though, extending from the lowliest commoner to his own family. The punishments vary not in the slightest depending on social class. His desire for perfect order has created an air of conformity among his subjects, and this has even extended to residents of the Imperial City living on the Diemed Shore.

[top]Adventure Ideas


In a metropolis as large and important as the Imperial City, there are constantly plots and rumours abounding. Some of the more recent are below, but whether or not they are true is yet to be seen.
The Chamberlain's Son: It is rumoured that the Chamberlain's eldest son and heir has become quite the gambler. Unfortunately, he recently lost vast sums of money to a staunch supporter of Prince Avan. Instead of requiring payment immediately, the supporter has instead requested a future favour. The son has accepted this offer, but fears what it could mean. He is loath to tell his father, the Chamberlain, for fear of the political damage he has already caused.

The son, though, has discovered that the winner of the night was actually a professional gambler and cheat who was hired by Prince Avan! The gambler was magically disguised to look like the Prince's nobleman. He was to remain in the Prince's employ, but fearing for his life, he fled the City immediately after the game. If the gambler were to testify on behalf of the son, the debt would be invalid and Prince Avan's reputation tarnished. However, without this proof, the Chamberlain's son is required to fulfil his oath for a future favour. Both the Chamberlain's son and Prince Avan would like to quickly and quietly find the gambler for their own purposes.

Diemed's Sleepless Nights: Someone has begun stealing from wealthy merchants living on the Diemed Shore. Duke Diem is livid that anyone would violate his laws and destroy the rigid order he has established. And to make things worse, there is no evidence of forced entry into any of the homes! The Diem patrols and Imperial Legion are perplexed beyond reasoning at the causes of this disturbance. Duke Diem has ordered that the culprit will be found soon, or there will be new officers.

Something in the Sewers: All the islands of the Imperial City are served by sewers. These are nothing more than stone lined tunnels dug below water level with open pipes extending up to the surface or into buildings. The flowing river and changing tides serves to keep the sewers clear and wash away any waste deposited into the sewers.

Recently, though, residents of Midbay and Bayview have reported hearing strange noises in the sewers. The sounds can only be heard at night, and only from within homes. Some claim it sounds like something attempting to climb up out of the sewers, while others say it sounds more like a slurping sound. Some claim to hear whispering, while others just thudding sounds. All agree, though, that the sounds immediately stop if any light is shown down the holes.

The Chamberlain has heard of these problems, and wants to find a quick solution. He has quietly extended offers to groups of people to find and explore the sewers to ensure there is nothing there. Unfortunately, the sewers were built so long ago, there are no maps, and the sewers are sure to be a submerged maze with unknown occupants.

Chamberlain's Guild: The Chamberlain is determined to make sure that Guilder Kalien or other guilds do not obtain a monopoly on trade in the Imperial City. To this end he has finally gathered the heads of the original 10 Imperial Guilds that still operate small businesses in the Imperial City and made an offer to them. In return for them uniting into a single guild and competing against the others, the Chamberlain will provide quiet support to their efforts. In return, they will direct a sizable portion of their income towards the Imperial coffers. The Chamberlain's assistance cannot be discovered, though, else it will damage his reputation. Perhaps the adventurers are hired by the newly formed Old Imperial Guild to serve as guards against the inevitable attacks by Guilder Kalien. Or perhaps they are part of the attacks to destroy this upstart guild.

Avanese Traitors' The Udaleos family have been supporters of the Princes of Avanil since before the fall of Empire, having originally owned estates in Nentril. Over the centuries they have slowly acquired more and more land in the Imperial City, becoming important landlords in their own right. They have been constant allies to the Princes, and their estate on Deismaar's Foot serves as the only waypoint to events on the Avan family private island of Kier's Rock.

However, recent rumours claim that the Udaleos family is tired of working so hard for Avanese favor without compensation. The family is said to desire titles and land, both of which have been denied them by the Princes for generations. If someone were to provide these to the family, perhaps their allegiance would be changed, greatly weakening Avan's hold in the Imperial City. However, this could simply be a ploy by Avan to draw out his enemies and gain a foothold in their territories.
