I have the Sahuagin source beek _The Sea Devils_ which really fleshes
out Sahuagin culture quite nicely. What I have done is organise the
Sahuagin of the Krakenstaur along these lines but with the top level
rulers replaced with the Kraken (as suggested).
Most Sahuagin live in fear of becoming one of the "Sacrifices" -
especially a small band that have gained bloodlines over the years.
These "Scions of The Sea" as they call themselves are hunted by the rest
of the society as the Kraken does not like the thought of Blooded
    opposition amongst the masses.
Deciding that they need aid to destroy the Kraken, the Sea Scions have
decided to seek help from the Surface Dwellers and sent secret envoys to
Muden and other Lands bordering the Krakenaurricht to seek such aid.
In some areas these envoys have been attacked by farmers & peasants as
"Monsters from the Sea", but in others.... talks are underway

There are a very few Blooded Sahuaghin - most of which end up sacrificed
to the Kraken - the Awnshegh that dominates the Sahuaghin with an Iron
tentacle (sorry bad joke). This is because the Awnshegh fears the
possible competition that a Blooded Sahuaghin could represent should one
liberate the Sahuaghin from it's yoke of terror.
The Sahuaghin themselves do not control and underwater domains and have
no regents - unless you count the Kraken as a regent.

Also, it is interesting to note that it states that Sahuaghin in Cerilia
are only found in the Krakenaurricht - maybe they are Children of the
Kraken much like the Hydrakin of the Harrowmarsh are offspring of the
Hydra - it's an interesting idea to pursue anyway.

I would first ask "why don't the giants, or titans" and put the question
back on you, but with Sahuagin, it's easier, they wouldn't survive long
out of the water, especially say in the Tarvan Wastes.
