A Meritocratic domain is governed by the most talented members of the realm. Generally, this is the result if a new domain or government being established. As the new leaders acquire power, offices, titles, and influence, many of them arrange to pass these on through their families, creating dynasties, and transforming this form of government into an Aristocratic or Plutocratic domain. Meritocratic temple domains are theoretically possible, but are very rare, since few temples last long where none of their major leaders are priests. Guilds and landed domains can certainly be Meritocratic, at least for a while. The great problem with meritocracy is succession, since contenders to offices of power will squabble over the regency, destroying much of what the regent built over a lifetime.
