Creating magic items using RP

To increase the cost of magic items and make them even rarer, any permanent item, or item with over 25 charges, could require regency points in addition to experience points. The base cost of creating a magic item is therefore 1/25 of its gp raw material cost, and also costs, say, 0.5% of its gp cost in RP. This means that only wizards and priests with a strong bloodline can create the most powerful items, and also forces magic item creators to choose between enhancing their bloodline and enhancing their power with magic items. As with the standard method above the spell-caster must take a full domain action to create the magical item.
