The Charismatic hero, being based directly on an attribute, has elements of
the rogue, the bard, and the aristocrat in him. Stuff like this, I mine for
mechanics, but I wouldn`t be inclined to just port the class in. I can see
specialty feats and abilities for classes, prestige classes, and templar
training in him as well as ther other ability based heros for the modern d20
setting.

IMC, the Taunt feat works like this: You can taunt another character,
forcing them to make a Willpower save. If the save is successful, your
taunts had no effect. If successful, all skill checks and attacks (but not
ability checks or saves) have a -2 morale penalty. Taunting is a standard
action and does not provoke opporunity attacks. You may taunt an opponant
repeatedly. Its effects are cumultative. The effect of then taunt ends
with the end of the encounter. Taunting an opponant reduces their attitude
toward you by one catagory.
