The maintenance cost of a ship would cover provisions, wages for the crew, small repairs, etc. But you you suddenly add units of troops, hundreds of men, horses, equipment, etc, you will need a lot more provisions and supplies very quickly, thus the 1 GB/5 units moved cost for moving troops by ship.
It should probably be pointed out that this cost has been rounded to the nearest GB (as these things tend to be). It represents approximately 400gp to move a single unit of troops by sea.Let me claim your Birthright!!
