Is there lichdom on Aebrynis? Information for Arch-Shades says that
lichdom ritual can be attempted by level 18 or higher Wizards. (probably
Sorcerers too, but the source is for AD&D2). It seems a little too high
for Birthright setting, but, anyway, does lichdom exist on Cerilia?

The Magian is a liche, however he is not Cerilian in origin.
The nearest thing toa liche that I can think of on Cerilia are the Lost
and the sidhe-lord Siebharrinn of Tuarhievel. Perhaps the sidhe of Tuar
Annwn might count as pseudo-lich well?

Given the extremely negative associations with undeath and the
shadow-world amongst most Cerilian cultures I suspect that even fewer
wizards than normal will become liches however.

The Magian _may_ be a lich, but he could also be a member of the Lost or he
could just be a plain old awnsheghlien in whom Azrai`s blood`s influence
has changing him into a lich-like being, the same way the Vampire`s
bloodform is a vampire-like being. He could even be a creation of the
Land`s Choice.... The Magian doesn`t actually have the blood form ability
in the BE text, but I don`t know that that really means much. Other
awnshegh are missing that blood ability (Harpy, Hydra, Leviathan) even
though they appear to have transformed as much or more than those that do
    have it.

It might also not be as easy to perform the rites and rituals required to
become a lich in Aebrynis because of the weird restrictions on arcane
magic. Liches may not exist, those noted above could be the closest thing
possible, or those same characters might be going through the process of
transforming into a lich, but since it is a longer, more difficult process
in BR than in other settings, they haven`t completed their transformation yet.

The Relics & Rituals book for Sword and Sorcery has a True Ritual that
can turn a wizard (only) into a lich. It`s only 4th level, so can be of
some use in a BR campaign.

    Or perhaps much easier.
Perhaps those that draw on the powers of magic from the shadow world
instead of from sources of mebghaigl in Cerilia, have a tendency to
become lich-like, the negative energy affecting them in the same way
that the process of becoming a lich changes a non-BR magic user. This
could mean that any level of priest or wizard could become a lich - so
long as they draw the substance of their magic from the shadow world ?
    (speculation)

That would seem to be what happened to Seabharrinn, albeit much quicker.
Ditto the sidhe of Tuar Annwn.

It does say in BE:AoC that he was undead before he came to Cerilian
    shores.

"The Magian is a powerful being, but he has not been alive for nearly
    200 years."
    (BE:AoC, p59)

"The Magian`s origins are obscure, and his name was unheard of in
    Cerilia until six years ago."
    (BE:AoC, p59)

I certainly do not think that he is one of the Lost, although how he
became a liche while he was a magician I do not know. Its probably
another BE:AoC screw-up (Thanks slade!). Alternatively, if you wanted to
salvage him you could say he (a) is an extraplanar traveller (one GM I
had decided he served a very powerful liche from Forgotten Realms and
had journeyed from there at his master`s behest), or (B) if you are
doing a BR/Oriental Adventures thing you could say that he is a
different sort of corrupted spellcaster (ala Daigotsu), perhaps Fu Leng
is just a guise of Azrai? He is unlikely to be one of the original
    Cerilian Lost IMO though.

    :)
Only if it is an Illusion or Divination spell.
