    A character I`m DMing is wanting to start up a temple to Eloele in the
    Imperial City as a front to a (future) great crime organization. They
    are looking for inspiration from NPCs for religious philosophies, and
    I`m wanting to get some idea from the list. The character wants to
    create a holy book for eloele, unlike the loose proverbs and sayings
    that Eloele currently has. Anyone have ideas?

    My own uses of Eloele have been as enemies in a Vosgaard setting, so I won`t
    attempt to address your question directly. Instead, I`d invite you to think
    about what kinds of interesting characters you`d like to introduce to an
    organization like the one you`ve described, and see if that doesn`t provoke
    some ideas about the guiding doctrine of an organization that resulted in
    these people.

    Some examples-
    * Wizard, follower of Ruornil, focus on the mysterious in character, focus
    on disguise and concealment in spells. Could be an illusionist magician,
    but is less powerful that way.
    * Fighter, follower of Cuiraecen, believes in the liason between Cuiraecen
    and Eloele, has a violent reaction to mention of Laerme. Mostly just
    looking for a fight. Under different circumstances, this fellow might have
    ended up in the arms of Belinik. As it happens this chaotic evil fighter
    adds a little muscle to the theives guild.
    * Priest of Eleole, diviniations speciality, "listens to words spoken in
    secret", keeps herself quite busy in Anuire City. Uses such knowledge for
    power, extortion, whatever seems right.
    * Priest/Rogue of Eleole, I`m thinking of something like the Arcane
    Trickster from ToB, but with a divine source of spells.
    * Rogue, not particularly religious, but respectful of the patron of
    theives. Ambitious, subtle, and conceals identity.
    * Brecht Rogue, swashbuckler, may have a pair of fighter levels to give some
    kick to that rapier. Gives regard to Sera because as a Brecht it was
    learned at his mother`s knee, and because he desires wealth. Gives regard
    to Eloele because he prefers to take it from others. Combines swindling,
    fraud, and getting inside places to rob under false pretenses.
    * Guilder, worships Sera, lost his business to a devious rival. Looks to
    Eloele for revenge. Not commited to Eloele for the long haul, yet, and
    nothing he`s doing here offends Sera, so his options are open.
    * Aristocrat, cunning, devious, plenty of guile. Connections to all kinds
    of high places. May magically augment his Bluff skill.
    * Expert, sea captain. Gives regard to Nesirie out of respect on the water,
    believes in the greater good of stealth and piracy by deception. Leaves no
    survivers to report his many ruses to get unwary merchant ships to come to
    him.
