Well, if you want to keep this thread running, how about we discuss the province then.
It is rocky so it has little agriculture. It does have major mining operations so there is a decent degree of industry here to at least support the mines. But according to the domain table for Ghoere, it is Highland/Overland Traders who are in control of trade here.
Does the guild (CE) get along with the Count (LN) and Gavin Tael (LE)?
What major settlements are there? Is it the Count or the guild who control them?
What transport routes are used for the mining output (since it is processed in Bhalaene)?
What transport routes are used for supplies into this province?
What form of security does the Count offer to the mines and settlements, if any?
Is the Count secure in his position? Does he have rivals and heirs?
How vital is the province in the mind of Gavin Tael?

What I did???
Guys, sory for the mistake, I only hope this FAIL wont do any evil to the forum...Im not used to the way it (the wiki and the forum) works here so Im sorry...
Im starting a long waited new campaign and was looking a place to start.
The campaign is about a big magic source, (realy big one), found in a unprobable place, the characters will be involved in discovering, identifying it, protecting it, and dealing with all the mess it will make. I thought about a way it had never been found before and Im thinking about a mineral that absorbs magic(aceleration the process of crystalization), so it blocked the source to show up its content. If someone likes the idea and have any suggestion, it would be very useful.

A 'big' source in a surprising place could easily be explained by:
1. Sleeping dragon / demon cyst / etc buried in the province.
2. A tear in the veil to the Shadow World /Spirit world.
3. A buried elven city / pocket plane (mechanically a part of the Shadow World isolated from the rest by weird morphic geography).
4. A subterranean province home to a profusion of life - possibly linked to dwarves, Searyk the Warlock, or generic orogs.
5. A Talinie-style nexus of mebhaighl that converts human life energy into source-style magic (possibly the priests lose their casting ability to the gain of the wizards).
6. A larger-than-usual mebhaighl stone which adds more than the usual 1 to the local source value.
7. A warped sielshegh that absorbs the life-force of scions near to it and allows the power to be used by a source-regent of the right bloodline.
Design issues for the McGuffin are 1) prevent it being duplicated, 2) make it hard to move / be hidden, 3) figure out who else wants it and how long it will last...

Hmm, wax and wane has great potential, just might be able to trigger it early with the right action - or suppress it, mechanically tracking the holdings would be problematic, you might just say it hangs off a single holding level - if you have that particular manifestation and know the right ritual you get to access it.
An easy wax and wane is seasonal, a more complex one would be every 2/3/4/etc years, or at the intersections of two or more cycles.
You'd probably want it to cycle at least once a year, but not more than once a season, otherwise it would smooth out one way or the other.
