Mieres is not a part of Cerilia.

Where does Isolde Mierelen originate from, it says she is Anuirean Noble?

Mieres is not part of Cerilia, however, it is considered an Anuirean province/territory.

I don't understand the wiki entry for Mhistecai. It's almost like it was rendered into a province or a title rather than being the woman's name.

Doesn't matter what it's considered to be, I'm talking about geography. But I guess it was done this way because Aduria has no other specific information on geography in the Atlas, for now.

The meaning of the entry is to create a "holding", to make it distinct from an actual person. Like this: http://www.birthright.net/brwiki/index.php/Swan_Mage

Yes, we have had to invent names to represent Source Domains so separate pages can be used for their regents. This way, we have pages for domains and pages for NPCs, and never the twain stall meet (except through links). Often the title or nickname of the mage is used as their domain's name.
