It almost certainly shouldn't be. After all, Administrate is abotu successfully running a domain, which magicians (by virtue of being unblooded) will never have.

That depends, I could see Magicians seeking a stabe income as advisor to a domain ruler. In which case the skill should be a class skill.

I can see that too, but making it a class skill means every magician is automatically and adviser type of person. That doesn't seem right.
Instead magicians might frequently take a feat that represents their role as a magical adviser or court magician. Obviously one of the benefits of the feat would make Administrate a class skill. Perhaps a +3 bonus to the Administrate skill (does not stack with Skill Focus) rounds it out.

Not necessarily so, for the magician will need to allocate skill points in order to become the aforementioned advisor. Making the administrate a class skill would merely allow magicians to become advisors, not force them into this role.

But in doing so, is it fit to say that it is easier to make a Magician (class skill) into an administrator than to make a Fighter into one (cross-class skill)? It sounds right for any class that works with people and/or books yet Wizard and Bard don't have it as a class skill and Rogue and Cleric do. I am presuming this is just using what was in the 2ed rules, upgraded to 3.5ed classes.

By that reasoning I wouldn't make Administrate a class skill for any class but Noble.
