Bloodlines - 2nd Edition/v.3.5/BRCS
They are reasonsibly easy if all that needs to be done is the Bloodline Score be increased. For most NPCs it isn't an issue unless we try and work out the exact logistics of how they got the score in the first place (e.g. inheritance + bloodtheft + birth). I tried doing that for the Badger and was turning myself in a knot. When I did the Lioness I decided to keep it simple by just writing the biography and asking the rest of you to work out the score for me.

According to the Rulebook, there is a 76.5% for a character with a 15 blood strength having two blood abilities.

The only one with the word "rulebook" on the cover, came with the boxed set, picture of a goblin attack, fire in the background.
Original bloodline strength, since the rulebook doesn't refer to any others.

Right. Under the original new rules there is nothing wrong with having 2 blood abilities and a blood score below 20. In fact table 2-2 in the BRCSv3.0 says 15 BScore can have 1 Minor,1 Major abilities. And you are saying that under the old rules it was still possible to roll two blood abilities for 15 BScore.
Under the BRCSv3.0 rules, you get no abilities if your score is under 12.
But BRCSv3.5 (ie. official Ch1&2) changes things, and you get no abilities if your score is under 20, so this is where things don't work. The Bloodline score for this NPC needs to be converted for the BRCSv3.5.
