Shouldn't gods have a 20 outsider HDs in addition to their actual class levels?

It could be argued that since all the New Gods are either risen mortals (or the children of such) that they do not get the outsider Hit Dice. It's irrelevant of course though, since the Gods do not personally involve themselves in the matters of Cerilia.

Yup, but from the point you become a god, you are a god, regardless of the nature of your birth. The stats would be needed only in a case of deismaar 2, the return...

Well, if you review Deities & Demigods or Faiths & Pantheons carefully, you'll notice that the newly risen gods, such as Vecna or Velsharoon, do not have the outsider Hit Dice.

The actual chance of a repeat of Deismaar would be so vanishingly improbable that I'd be prepared to wager money on Elvis being still alive first! :P

He probably is, but demigods can still have outsider hit dice.

Well, not sure, but i'd doubt you would see any god with a divine rank of 15(such as belinik is listed, unless mistyped) without the 20 outsider HDs. And so were the "ascended gods" from deities and demigods in faerun too, from memory (don't have much of the books with me right now).
