IMO not all halflings should be able to just walk around interactiong with the Shadow World. Most halflings left the SW more than a millenia ago, and have lost touch with their heirtage. Some special halflings are, however, able to interact with the SW to a certaindegree:

    1. Shadow Sight
    2. Shadow Walk
    3. Shadow Guid

Check out the feats in the Writer's Guild

Are you implying that by entering the Shadow World halflings can "teleport" instantly? (that's the way I read the proposal)

Have you ever read "The Iron Throne"? Travelling through the Shadow World may appear "instantaneous because of the severe slow down/absence of time, but travelling through the shadow world ain't like dusting crops. Random encounters and the dangerousness of the feats should be stressed a bit more.

    Good point.

It would seem like a teleport to an observer, but to the user there would indeed be all manner of possible encounters and such in the Shadow World.
