The same reason the Book of Regency and Blood Spawn weren't - WotC cancelled the product line.
Only Shadow Stone made it out and Rich had to "rewrite" it to make it a "Forgotten Realms" book.Duane Eggert

I thought Birthright was one of the better novles out there at the time. Does richard backer have a web site?
