Okay, the full explanation from MM1 (p307) makes more sense:

Ah, yes i'd forgotten about that syntax, it's been so long since i played 3e. And it's not just a 3.5e thing either. The original 3e MM uses that notation too.

Presumably, anyone playing 3e or 3.5e (or Pathfinder too, perhaps?) would understand that notation. But it is an odd situation where we say the dwarf is resistant to weapon attacks, except for 2 of of the 3 kinds. It just reads kind of backwards, even though it is correct.
