I experimented a while back with giving blooded scions Action Points ala
d20Modern. I`m unfamiliar with Eberron so I don`t know if its the same
thing. But I renamed the Action Points to Regency Points and used them in
adventure games as a point that can be spent to add +1d6 to a task. On a
case by case basis, they could also be used to enhance blood abilities. In
the case of a regent, yes, these would be the same regency points that they
    use to govern their realm.

I use action points in my game and the system works well for us. Player's only get a limited number each level so it isn't that unbalancing.

Yep, those are the kind I mean. Eberron hands them out at each level, I
think I`d rather hand them out as good role-playing rewards, and capping them
at no more than their current level, though.

Hmmm. That might be a good variant. None of my players are regents
(yet) but nearly all of them are scions. Would you give them to non-scions? Did
you have a limit on the number that could be saved or spent?

Here's an OGL option from one of Monte Cook's books. I believe it's Unearthed Arcana, but I'm not sure.

    No, I didn`t give them to non-scions. But then, I didn`t have any non-scion
PCs in the campaign. There were limits on how much Regency a non-regent
scion could acquire; I believe that was taken straight from d20Modern. A
regent, however, had no such limit, but was still limited to using one only
one point per any given round.

Thanks for the link, that was better than copying pages out of my Eberron
    book.
