    Re reading the BR books I seem to be stuck on figuring out the notation of a province. For example Caerwil in Medoere is listed as 2/3. I know 2 is the province level. But what is the 3?

    2 is the level of settlement, development and technology of the community in the area. 3 is the source potential level of the area. As the province level increases, more holdings can be established, but source holdings are restricted by the source potential level of the province. This decreases if the province level increases.
