I've always thought of it as, a Khinasi wizard would only be forced to
destoy a wizard that LEARNED as a Khinasi Wizard, then chose not to
follow the oaths, while an Anuirean Mage, never even being taught by a
Khinasi would not have to abide by the rules, likly because he didn't
even know what the oaths were.

Well, that is a touchy question. For me, i would say that the Khinasi
wizard would destroy the other mage only if the transgression is severe
enough (like raising an army of undead). I think the DM has the final
word on it: the Khinasi can try to educate his less knowing colleage or
he can destroy him upright.
