    Birthright Actions

The following is something I want people's opinions on.. What do
the birthright actions mean outside of game terms.. What are you
doing when you declare war, and etc etc..

    - -Adventure
This one depends on what the regent is doing, and is by its very
    nature a 'catch-all' action :)

    - -Agitate
This would represent proprganda and anti-propaganda.. Your spreading
around information that makes the ruler look not-good/good and thus
affecting the loyalty of his provinces..

    - -Build
Your hiring people to build something, who then go and build it--
however it isnt done instantly, they have to BUILD it :)

    - -Contest
Your interfering with the buisness of a holding. Making it hard for
them to do their job, and eventually destroying their influence for
awhile. Example: You impose a tarrif designed to make it impossible
for the local guild to operate. Example2: You spread abuncha bad
press about one of the temples, so that people dont want to go there.

    - -Create Holding
Your having one of your people in a province, start a new entity. Maybe
you've arranged for the Temple of Avani to be built in Ariya, or maybe
you've started a new buisness in one of your provinces.

    - -Declare War
I dont believe that this actually is sending people to the enemy and
telling them that your declaring war. It /might/ include this, but
I think surprise attacks are possible to.. I think its more to do
with the many things you have to do to get yourself ready for war.

Its calling together troops, getting generals, forming plans, and
basically getting ready to invade!! :)

    - -Decree
This one is obvious, its passing a law or new tax or something
like that. It dosnt make much time, so you can do it multiple times
    in a domain turn..

    - -Diplomacy
This is a large diplomatic meeting that takes alot of planning and
counsiling and that will have some impact on everything. Small meetings
dont require this, but alot of things do..

    - -Disband
This is when you stop paying for a unit, and let them go back home..
Its abit harder with mercanarys-- sometimes they wont go away..

    - -Espionage
This action can represent numerous things, and thus you cant really
generallize it. It is basically, however, things that you dont want
    other people to know about..

    - -Fianances
This is telling the people who are good at that stuff to catalog the
treasury, and add more stuff to it. Its a painstaking thing, because
they need to keep track of everything in the treasury and convert it
to some sort of common form..

    - -Forge Ley Lines
This one is exactly what it says, making a ley line :)

    - -Fortify
This is really just a build action, with special rules to explain
what castles do, and that requires the regant to use a domain action
because he has to pick the site, look over plans, and basically be
    alot more involved than normally..

    - -Grant
This is giving other people stuff. Its easy to do, and the regent
dosnt really have to do much other than tell people what he wants
    done..

    - -Hold Action
This is just being cautious, and making sure you can respond to
something that happens-- if it happens.

    - -Investiture
This is transfering your blood powers, and stealing control of other
peoples blood abilitys and other priestly things.. Its basically
    a priestly ritual..

    - -Lietenant
This is looking around the realm for a person to help you out, and
finding a way to get him on your side..

    - -Move Troops
This is paying for supplys and telling your troops where to go. It
is easy to do, provided you have the money, and thus can be done many
times. Some terrain is harder than others, and thus takes more time
    and thus supplys..

    - -Muster Armies
This is either raising a levy, or training troops to add to your
army. It costs money, but isnt really time consuming as you just
delegate other people to handle the details.

    - -Ply Trade
This is doing something that allows you to make money :)

    - -Realm Spell
This is spell casting, obviously :)

    - -Research
This is spending time deep in your labratory and finding out how to
cast this spell, or inventing that spell, or even making magical
items.. The actual meaning varys from time to time..

    - -Rule
This is spending time to make your kingdom grow and prosper. Maybe
you start a new village in your province, or double the size of your
trading empire. It basically represents improving what you have..

    - -Trade Route
This is spending time opening a permanent trading system going, that
will beable to operate itself without further intervention from you..

NOTE: I also have a trade action, that is like a one-time trade
route, that requires a domain action.. My players like it :)

    - -Training
This is what it implys, spending time improving yourself..

I agree, on the subject of 'public' or not, I inflict a Major Regency Loss
on anyone who launches a 'sneak attack' without providing a public
justification for the war. This represents both the 'infamy' of a sneak
attack and also the failure to bring public opinion along with you in
    support of your war effort.

For the PC's and the other "respectable" regents of Cerilia, sure. For the
Gorgan, the Magan, or any of the other EVIL regents, I don't think so. They
are expected to attack without warning, so their already infamous reputations
would not be further tarnished by doing so.
