IMO I can't see the problem here. Skills and powers allow the PC to
add things to his charscter to make him unique. In our campaign we
followed what it said in the main rulebook, ie: skills and racial
abilities, and paid for them out of the points available.

We then expanded the characters with the remaining points. This of
course mainly affected the demi-human races. I had a dwarf who as
well as the basic abilities in the book, could meld with stone and
speak to it. All in under the points allowed.
