    A lieutenant's one domain action per month, is just enough (hopefully) to
    successfully counter a random event... which (also, hopefully) is your
    only threat to your domain, whilst your away....

    true regent. He/she cannot gain RP, nor can they spend them. What this
    means is that the lieutenant can't expand the realm nor use the ruler's
    influence to limit others expansion into it. This is one of the things
    that make characters leary about leaving their lands in someone elses
    hands..they can't governa as well as the PC's themselves. The best a
    lieutenent can hope for is to maintain the status quo while the regent is
    away (after all, that 1 action/turn isn't gonna help you much, so DON"T
    declare war!)

    Just because the regent doesn't know who is doing the action, doesn't mean
    they can't counter it. RP;s are a lot lke influence, and a leader's
    influence is felt, often regardless of whether or not he/she takes an
    active role. A regent can use their influence to prevent the formation of
    a new temple ( "that is not supported by the crown"_) or a new guild, or
    count on the loyalty of the people to choose the official religion over
    this new, upstart. As for espionage action, assume the counter bid RPs
    are a form of previously set up protection vs spies, and other under
    handed dealings. The actual bidding of the RPs is only a symbolic
    representation of what hte regent may actually be doing or has already dne
    to counter the action in question.

    Hmm...hope I was able to express myself properly there :) Anyway, that's
    just IMHO, so hope it helps
