I've never played in a campaign in which Raise Dead was denied to
priests of high enough level to cast it naturally. Apparently many
    people on this list have.

In all the AD&D Campaigns I've played in, the questions were: how
important are you? How much money do you have? In Birthright, I've
decided that it's far, far easier to get Raised than it would be in
another campaign, because in Birthright you're much more likely to have
a phenomenal amount of power, money, and responsability at 1st level
than you ever could in any other campaign setting.
Additionally, churches like WIT are more political than churches in
other settings. Therefore you'd be more worth Raising, and they'd be
more likely to want to Raise you.

I don't want contest your argument, but i'd ask you, why do heirs are so important ?
Well, a lot of regent need traspass their domain, but Avanil, Boeruine, The Dosiere,
they can be resurrected at will, cause their power is so great. I don't know the way you
handle resurrection and raise, i suppose that in your campaign when someone die for
aging cannot be resurrected, but also you will have all Dosieres die about 70, 80. And
your Boeruines can go in war, so they won't die. Nobody civilized in Anuire won't give
back a dead body to hi family, so courageus regents know they will be raised.
Not to say that if raising are so easy potions of long life will be much easyier. So we
would have Aedan Dosiere still living, although a bit old.
    I'd want your answers please.

There is 4 religion that can cast Raise Dead spell in Cerilia - Nesirie,
Sera, Ruornil and one more(I don't remember). Perhaps, Moradin's dwarven
priest may cast that spell. There is no rule or reason to forbid rasing the
dead. But, if the dead one is to be raised, he must have strong belief in
the same god. So, if he did not believe in one of the 4 gods, he cannot be
raised. I.e. the regent of Talinie cannot be raised because he is assumed
    to believe Haelyn.

If a regent died, his heir inherite all his domain. I think there is no
need for a investure ceremony. So, even if he has been raised, he is no
longer a regent. Once being a regent, the heir does not seem to return the
domain to the original regent willingly.

If a wandering adventurer has been raised, there is nearly no problem. But
raising a regent has some problems. There may be so many people who does
not want the regent to return to life. And the bond between the party
members can be weeker than normal campains. And there may be some internal
    conflicts in the regent's domain.

I would say that there is no reason to forbid rasing dead. But, it will be
    very difficult.

I think ressurection does exist in BR, however, finding a priest of high
enough levels might prove difficult. We talked about this a month or
two ago, does anyone remember what we decided (if anything)?

I'm not sure you're contesting my argument. Do you believe that
any of the following is true:

    1) The more powerful and influencial you are the *less* likely you
    are to be raised?

    2) The more political ties to you a church has the *less* likely
    they are to raise you?

    Resurection in BR

Resurrection and Raising have always been one of the most obscure
    matters
in AD&D campaining and anyway I think that they should be allowed only
in crucial situations (like the Quest Spells of the Tome of Magic) when
    the
Gods agree that the dead character has vital reasons to come back to
Cerilia and complete his/her task. Otherwise this powerful spells would
surely be abused both by PCs and NPCs and probably ruin the flavor of
    the campaign itself.
