    Co-rulership!

I have a PC who has just been appointed co-ruler and heir to Talinie, and
who will be acting as ruler, but the older Thane is still alive and will be
monitoring his actions and rule, with veto-power. His oath of vassalge is
sworn to and confirmed by Haelyn. He will obey her, but how should I do
this in-game? What kind of limitations would be reasonable, how would the
people whom he is invested to react, should there be any restrictions on
which domain actions he can do? I'd really appreciate some feedback, since
I am unsure how to do this best.

    Co-rulership!

I am unsure why you did this. It doesn't make sense for a player to
want the GM to control someone who is in direct authority over him.
It's not a terrible idea, but it kicks the whole point of the game in
    the butt.
What you should have done is 1) read the source material available for
Talinie a little better and followed it, 2) spend the $8 and buy the
Talinie sourcebook (one of the better ones available) or 3) come up
    with a better storyline.
All you can do with that storyline is hope the old man dies soon and
the PC doesn't have to say, "hey, (GM's name). I ask the old regent
if I can go use the bathroom?"
    Best of luck.
