I run a non-Birthright campaign using Birthright rules for politics (and
another explanation for bloodlines, cf AlQadim).

High Elves are democratic (quasi-Athenian style) in my world and they
operate under Birthright rules fine with one modification. Rule can be
peacefully contested just as any other holding, by any other type of holding
and not just Law. This represents the 'battle for the hearts and minds' of
public opinion. Rulers also have to be a bit more careful about Decrees and
Taxation. Such a contest can happen any time (no scheduled electoral cycle
    in other words).

Rulers are still all Blooded, collect Regency, etc. etc. so can stand up to
    other rulers.

Regency etc. is all about public opinion, reputation, confidence and can
work quite easily as reflecting democratic will.

As Canada is about to elect its 36th or so parliment, I was trying to view
all the election BS through BR eyes - kinda neat actually.
What if the election process "blooded" the winner in some manner, allow
him/her to rule. Their certainly is enough pomp & ceremony around the
occasion to qualify as an investiture action ;)
When the next election comes around, the previous ruler (PM, Pres,
whatever) is divested, and the new one invested.

I'm sure someone out there can come up with some crisp description of this
    process.
