It's right, if it's what you want, but i find that players stop thinking
with their character and begin thinking with their own mind if their Dm
starts doing this.
So I prefer to speak with my players only to their character, and, cause you
can't obiously let a great face in the sky says them to not forbid some
rules i search for events that "teach" them what is what.
That is, a rule has the right to be only if it's a counterpart of a real
rule, if there are any...

I don't get it... how are the pcs gonna abuse this? what are they to gain,
i mean, if they keep sending npcs to adventure...? And i mean, they really
can't control when they're gonna pass a lvl? So what's the catch here?

I don't get it... how are the pcs gonna abuse this? what are they to gain,

declare war and not worry about any repurcussions for the next month!". This
is what I specifically warned them against, but it could also apply to
contest actions and whatever else the players can come up with!

I see. well, u can just not tell them bout your little rule. If they don't
know that npcs HAVE to adventure each time the pcs gain lvls, then they
will get informed too late. Also, building an ample and able body of
lieutenants should balance the "repercussions" part. They may act on their
own initiative. Sure, the pcs will figure out the "rule" after a while, but
u can also make it lesss mechanical. aventure at same time as pcs, etc.

The "level" domain action is more for the campaigns where you have to =
use resorses to find someone to teach you and so on,=20
if your campaign doesn't need this then you can change it, or remove it. =
The cost otherwise may be said to describe the=20
higher cost there is for a regent, because they whant the BEST =
trainers/teachers. and that it is a domain action shows=20
that the regent must take a grate deal of time out of his work to train. =
I dont have the book here so I dont know if there=20
is any RP cost or any GB cost. And on the subject of RP I'm not =
sure....I'd need to take a closer look at it AGAIN!
These are just some reasons, it is all up to the DM after all!!!
