Since the regent has a tie to the land he would probably notice some
effects. (Dizzy spells, nausea, etc.) But since he isn't in contact with
anybody in his realm he can't take corrective action to do anything about
this.
What he could have arranged for are contingency plans which indicate what
his lieutenants would have to do if a threat to the kingdom was to arise
while he wasn't at home. In this case it is his own lieutenant who is
betraying him so it would seem that this doesn't work as well.
But since he's such a terrible ruler he might be a mite suspicious and
have a secret enforcer who would try to assassinate the rebel.
