But to gain RPs you need a bloodline. It is a blooded regent tie with the land
that generates regency, not just the fact that he is the ruler. It is like the
tie between a god and his worshippers, with out the worshippers he gains
nothing, but the more worshippers the more powerful the god becomes.
With a blooded character, the more holdings, provinces etc he holds the more
regency he gains. After all the bloodlines are origionally from the old gods,
so the blooded characters are similar to gods, although not very powerful
gods.

I can help you here... on pages 30 and 31 of the BR rulebook it states that:
" Blooded characters who control kingdoms (i.e. are regents) are
blessed with a mystical connection to the land-a right to rule that infuses
them with supernatural powers, responsibilities, and benefites In game
terms, regency is measured by a Regency points (RP) score, just like hit
points andbloodline strength. Not all *blooded* characters gain a Regency
Point score - only regents amass a regency point score! "
Now, a couple of conclusions bases upon this section:
1. Only blooded characters can become regents
2. only regents amass a regency point score.
Therefore: only blooded regents gain regency thru the act of ruling domains.

There is one thing that stops it. A character receives either the RP or
their BL score,
whichever one is lower.

I'm not restarting this thread so please no one take this as that. I just
felt I had to point something out. Your statement would be absolutly correct
if I hadn't specifical noted that, "They mearly collect RPs based on thier
Holdings, and Provinces, without comparing them to a BL score." Of course I
have since rethought this situation and go along with the concenous(sp?)
that a 0 BL should be round up to 1, thus granting non-Blooded Regents 1 RP
per DT. I still don't allow them to spend thier RPs on Realm Spells. It
seems fair, but I have yet needed to apply it.

I agree on the point that commoners can't perform the act of
bloodtheft ... under normal circumstances! In Ruins of Empire one of
the character descriptions (I believe a half-elf or human
ranger from Ghoere - no bloodline) mentions an act of bloodtheft with
a tighmaevril spear by this fellow being described. So I guess, with
the help of tighmaevril commoners are able to perform bloodtheft!
However, as there are only about a dozen tighmaevril weapons around,
I dont't think it will cause many regent's sleepless nights; there's
awnsheglien and other horrors for that!

Taking a closer look at that character description I am not so sure that is the
case. The text says that his first bloodtheft awakened a latent bloodline in
himself, something he did not know he had. That would imply he had a very low
blood score to start with.

characteristics die with him. If a regent character dies in a similar
manner, his heir assumes the regent's domain and his Regency Point
score. The heir does not gain any blood strength or abilities..."

So according to the rules, the only way for an unblooded character to
get a bloodline is to participate in an investure ceremony.
