    Ambassadors. In our campaing, the court cost represents the number of
    domains in which we have ambassadors. An ambassador gives news of what's
    going on in the domain in which he is posted. The bigger the court, the
    bigger the ambassies network.

    Optionnally, you could decree that doing diplomacy with a country that has
    no ambassador costs double the normal cost.

    Since the level of the Court affects all Diplomacy actions and Decrees, it
    still seems to be valid to me. Some pretty hefty modifiers can be applied
    to the response of the rabble after a decree to settle lands recently
    pillaged, after all the PCs aren't playing every peasant and farmer. These
    guys can sure make life unpleasant if they are unhappy. Ask Marie
    Antoinette.
