You add the maintenance of all of your ships to get that total, and then
compare that number to the the chart to find your total ship
    maintenance.

On a similar note, Coasters, those small ships that have a troop
capacity of 0, would also seem to have a maintenance of 0, making it a
rather simple task to have an armada of these ships at no maintenance
cost. This doesn't seem right. I realize that coasters are rather
useless in small numbers, but in droves, they can overpower some of the
biggest ships. Was this meant to be part of the game design, or am I
(and the rest of us in the group I play with) misreading the rules here?

In the begining I had my Cities in the Sun stolen so I can't tell you
what it said, but in the navel battle set it says 0-3 capicity 1GB and
the capacity is of your whole nave not one ship at a time.

    Hope that is cleared up.

No one said that having a navy was cheap. Did you notice that all army
units have a maintenance cost of at least 1GB, even levies?

You are meant to add up the TOTAL number of Units ALL OF YOUR SHIPS
combined can carry and then consult the table for the maintenance cost
of your Navy as a whole.
