    Ruling Holdings

    I don't think so in this case. Ruling up a holding (in theory) isn't
    as hard as ruling up a province. I think that it would be infinately
    harder to raise the number of people and the overall size (not area)
    of a domain, than it would be to say attract more worshipers to a
    particular temple from an already existing population pool. I think
    this may be a part of why the attampted holding level ( the one you
    are trying to attain) isn't a negative modifier to your roll.

    But it, generally, makes it easier to industialize the last few levels of
    a province, then the first few. Does this seem non-intuitive ? Wouldn't it
    be harder to do those higher end bits ? Maybe not, I'm just looking for
    opinions....
