I am forced to think that you are right, as a DM I've found a few
trouble friends that wanted characters who couldn't make the stats.
So I think that you should talk to your DM. The DM is above god, s/he
can do whatever they don't even fallow rules, and what they say is the
whole world of BirthRight not the rules.

Well, I've always interpreted the racial maximums to be *after* racial
modifiers. So, the Dwarf can have an 18 in Dex, but it is modified down
to 16 (racial max) by the -2 modifier.

I agree, but dwarves are still really fun to play. Plus the availability of
good armor and there 1/2 dmg. from blunt weapons is a pretty good offset.

Sorry, no typo. I meant what I said...besides, Cerilian dwarves get several
other major bonuses. They don't need to see an AC adjustment for high DEX
too. Go fight a cloud giant and laugh as you cut his 6d6 + 12 to 3d6+6. It
still hurts, but wow, what an advantage in a fight!

Personally, I think the book is right. I mean, a 16 dex is pretty
phenomenal (sp?), and a 14 is damn good. BR dwarves are a little more
dense than 'normal' dwarves; and normal dwarves have a dex max of 17, which
    I find a high.
I use the dwarves as is.
