I use S&P stat divisions (but not much else) in my campaign. I do have
one rule, though: No moving a substat above an 18, except by racial
modification (and even that is subject to DM approval). This works
well, and it allows for people to "train" a substat (like training hps
in the base rules) without it becoming too munchkin too quickly.
