Assuming the character still has a domain (ie, is still a regent)
there is no reason to think that the troops still don't exist (of
course, they are now behind enemy lines) The regent who created them
shold still have controll, but must now move them through occupied
territory, or fight the troops therin before moving.

Question

My question for you:
What would you do in this situation?
A character is mustering troops in a turn and gets his/her province
occupied by enemies during the same turn.
Does the character loose the troops that are beign mustered?

It would depend on which player had the initiative for the turn. There
are two possible situations but in neither case the player attempting to
muster troops would loose the troops, their quality is the only thing
that would be affected.
If the Player mustering the troops went 1st then he would raise the
troops and then have to deal with the attempted occupation - which would
now be an invasion as there are defending troops in the province.
If the invading player went 1st then you could say that the player
mustering troops drew on the refugees fleeing the invading troops and
limit the troops to levy class.

For those still using the terrible war cards rules, these are two damn
good ideas. Although they would slow the game a bit, it is far more
realistic then having 20 war cards in one giant heap fighting another
giant stack of war cards.
