    Khinasi Mages Oath

    'lo all,
This is my first post, although I have been on the list for about a month.
    Anyway, onto the question.
In the main book of the "Cities of the Sun" supplement, on page 11, under
    'wizards', the last Oath states...

"To destroy any wielder of true magic that does not
    abide by these Oaths."

I am just starting a solo campaign with my fiancee and she elected to play
a Khinasi mage (her character is Blooded). After reading that, she asked
my exactly what '...any wielder...' encompassed. I was at a loss.
    Basically, I can apply 'any wielder' to mean;
    (A)'any wielder' of Khinasi origin..
    ...OR...
    (B)'any wielder' in the world.

Now, if it is (B), why isn't every Khinasi (regent and otherwise) in a
deperate battle to destroy EVERY magic-user on Cerilia? (How could they
possibly 'put up' with all the MU'ing awnsheghlien around----the Serpent,
the Lamia, let alone the Magian!). How would a Khinasi wizard expect to
survive outside of Khinasi? The first wizard they met they would try to
destroy (and in order to be a wielder of true magic, that wizard would have
to be blooded). Any wizard would know about the khinasi wizards fanatical
devtion to the Oath, and would take steps to eliminate the khinasi MU befor
    he himself could be harmed.

Personally, I am going to probably say that either the Oath only applies
to other Khinasi wizards and/or only while in Khinasi.
Anyone else ever come accross this? How did you (or your DM) handle this?

I would say any wielder. That how I will be useing it anyway. Of course I have
    no PC mages left alive.

I would say that mainly because there are so few true wizards in the world.
Remember a true wizard must be blooded to be a mage, that tend to limit the
numbers quite a bit, after all there are not that many blooded peoples in the
    world as it is.
Also a lot of these mages will be in other realms, and if foriegn wizards
started comming into Aniure and trying tt kill every true mage in sight, they
might have a few problems. First they would have to find the true mages, then
they would have to get past any defenses the provinces regents has to protect
his mage, then the mages defences, then the mage. Most Khinasi probably
interpret the oath as you do and stay at home.
As for the Awnsheghlien, remember how powerful they are, most true mages in
Khinasi won't be powerful enough to kill the serpent, the Lamia, and
especially not the Magian. Also each of these regent you mention are heavily
defended. The serpent by his large army and navy, the Lamia by her charmed
guards, and the Magian by his army, the guy pretending to be him and finally
his magic. And any mage capable of destroying any of these Awnsheghlien, if
there is any probably has too much at home to look after to be off risking his
    life Awnshegh killing.

    Well thats my opinion anyway.

Seeing as the Khinasi consider themselves the only people cultured
enough to use Magic widely and responibly, it can be assumed that the
oath applies only to Khinasi Practitioners and those rewiding in Khinasi
    lands.
They would probably look upon practitioners in other areas as "children"
they have ability but not the wisdom to use that ability responsibly.
The Khinasi could see it as one of their tasks to bring enlightenment
about the true and proper use of magic to all other cultures of Cerilia.
