Sorry if it did obtain any answers, but I missed them and still curious:

A fine tuning comment: the rules modify Diplomacy by the difference between
the levels of target and PC's capital holdings (i.e., powerful people brush
off approaches from weaklings). Find and Good.

However, I think it would be more appropriate to factor in the Domain Power
of the two regents (the sum of all levels of provinces ruled and holdings).

If I am the priest who controls eight level 5 temple holdings, and I start
negotiations with the Ruler who has one province 6 - is he going to look
down on me? I don't think so.

Unfortunately, I can't think of a quick and easy way to convert these
differences to a d20 scale for action resolutions. Making it 40 to 6 (or 12
assuming he has all the law holdings) doesn't seem to cut it.

An alternative would be to add one point for each additional
province/holding after the highest (making it 12 to 7, priest gets +5
instead of -1).

Any thoughts/suggestions?
